Is a Canadian coalition government democratic?

The Conservatives will table their budget on January 27. The Toronto Star has reported that Jack Layton and the NDP have already decided (without seeing the budget) to vote against the budget. This will renew the discussion about a possible coalition.

Many people, including Sharon Howarth (Toronto Danforth Candidate for the Green Party) take the position a coalition is legal and democratic. John Richardson (Toronto Danforth – Independent Candidate) argues that a coalition although legal may not be moral.

A group of academics writing in the Toronto Star argue that Canadians just don’t understand their democracy.
